Mark,
please do a little research before you make statements that will result in
some poor diver losing all there gear & get hit with a hefty fine.
In NY  (i forget the rules in NJ) you must have a lobster permit. most of the
dive boats  have commercial permits which allows for a max of 50 bugs per
day. a non commercial permit allows  you to take 6. the size has been going
up each year so you need to check with the NAYS Fisheries to know what is
good this year.

 In NY and NJ divers do not need a permit and can take lobsters any time
 but they must be of a minimun size. New England states are different, In
 Mass. divers need to have a permit and the number needs to be displayed
 on the SCUBA tank. Lobsters can only be taken during the day. And (I
 think) there might even be a "lobster season". Maybe someone on this
 list can verify that.
