Yes, you're right _except_

Almost everyone I know advocates turning off the valve at the tank.  
Given that, there's no way for the regulator first stage to boost the 
interstage pressure as you descend.  The starting interstage pressure is 
all that's there is.  Thus, should someone descend to 80 metres (roughly) 
the interstage pressure will be equivalent to ambient (again, roughly).
