I think the discussion in progress is refering to a procedure of turning 
on the pony at the surface, then turning it off to dive. This leaves 
pressure in the hose to prevent water from getting into the hose through 
the second stage, but the pressure in the hose is the pressure the first 
stage would deliver at the surface, in one atmosphere.
