Try replacing the shoulder straps with 1.5 inch webbing that has a tighter weave. That slides through the "shoulder strap tensioners" easier than the rough weave webbing that comes on the shoulder straps. I installed longer pieces than the original. Cutting the webbing off your transpac is a little scary, but if you sew the new pieces on carefully they will be as strong as the original, and won't look like a jury-rig. About that box full of D rings...Have you ever figured out what to do with the small D rings along the front of the backplate? I haven't! Remember in the 60's macho divers wore shark's teeth necklaces? Maybe today's version should be D ring earrings. It's very difficult to get enough leverage on them to cinch down the backpack after you've put it on, so I end up tightening everything up before I put it on, then squirming into it. This is a real pain. I'm thinking of adding a couple of 6mm kernmantle extensions to the cinches so I get get more leverage. I don't like the plethora of D rings, Someday I'll go out and cut the rings off with a bolt cutter, which should solve the problem. Live and learn. I swear they'd put D rings on your fins if they could sell them for twice the price Scott.
