This is a better idea.  I've also considered putting wax on the straps.

I have !  They're for butt-mounting your lights (a favorite George'ism :).  Dive
Rite makes a light system that clips on to these rings.  I don't think they
have any other purpose, since it's difficult to reach them during a dive.

I think you have it :).  Let's see, if we cut them off, then sell them as
jewlery
(with the traditional markup)... yeah.  It could work.
