It seems a 3 m stop would have a fairly rapid 30% change in pressure which seems like it might not be a good idea! I would guess that a solution might be to do the stops deeper (say 5m) and make them slightly longer, but really you should use specially calculated tables for this. I have not done any planned deco diving, but nearly always do a safety stop at 5 m. Holding even a 5 m safety stop in a reasonable swell (possibly with a current as well) is quite difficult.
