I guess Richard hasn't ever dived in Mt Gambier, South Australia!  From what
I've heard and read about diving there, the cops are out in force.

(By way of explanation, the Cave Diver's Association of Australia - CDAA - has
 a current 40m maximum depth limit on sites they administer, and only allows
 dives conducted on air.)
