  I did not read this in a newspaper (either good paper or tabloid), and

in a "funny paper". I was told it by my diving instructor when I had a
refresher BSAC Sport Diver course at Swanage in Dorset on the south coast of
England. He had been training sport divers there for years and met many divers
and is likely to know well what happens to divers in the area. There are
various land and sea armed forces bases and establishments in the area.
  He said that stray encounters between sport divers and Royal Marines divers
(i.e. frogmen) don't cause trouble, the incidents only happened with naval
divers. He did <not> blame all naval divers. He did <not> blame USA naval
divers. The incidents may well have been the fault of one particular group of
British naval divers based in the area or who were in the area at the time.

  I agree.

  As regards risks to sport divers from armed forces action, I heard once of
diver casualties and mass fish deaths near there from ultrasound, probably
powerful communication beams to communicate with distant submarines.
