It is not currently illegal to "loot" wrecks over here that are a) abandoned in the EEZ (i.e., not in state waters); b) not Naval warships; and c) subject to other extenuating circumstances (e.g., wrecksite that has been awarded a salvage contract). This is just a brief and very basic overview. I am sure others on these lists could offer more detailed information should you desire it. Some states permit artifact collection; some do not. Some states actually work with divers to better document archaelogical sites that would otherwise be overlooked by the few state/university archaelogists due to lack of time, funds, and personnel. South Carolina is one state that comes to mind as having a good established program. 2. Objects immersed in seawater are subject to chemical reactions. Removal from seawater and exposure to air can lead to strange things that can destabilize and compromise the integrity of glass, ceramic, wood, or metal artifacts. Therefore they must be conserved to stabilize the object. In this case, one must remove the chlorides (salts) in order to prevent the formation of hydrochloric acid and basic cupric chloride that occurs in the presence of moisture and oxygen. Electrolytic reduction or simply soaking the bell in freshwater for an extended period of time will allow the absorbed chlorides (salts) to leach out. Again, this is just a brief and very basic overview. 3. The artifact does not *need* to be in a private collection, but in this case it is part of a private collection. Do you actually think that all artifacts that are in the possession of various museums are displayed for the public? Care to guess the percentage that are not accessible and "boxed away in a basement?" Unfortunately, economics and space availability are real issues that museums must deal with.
