Several auto manufactures use HID driving lights. Of course they are enclosed in slightly larger housings than say a test tube design and some are not pressure tight, so heat build up is not an issue. Nite Rider manufactures HID bicycle lights (and soon HID dive lights) that use the 10W W/A HID bulb ballast. It may be that some manufactuers of the higher wattage HID's don't wish the light to be used out of the water as it may compromise the o-ring seals. So to answer you question, I'd say yes at least some designs can and are used for extended periods out of the water.
