Visions of 3 divers floating to Cuba began to appear :-) The dive master of a boat I was on in the Sea of Cortez last year told me a story of three divers he had a couple months earlier. Seems these divers swam around a small island during the course of their dive. Out of air, they surfaced and not seeing the boat, just sort of hung there. The current made friends with them in no time at all. The DM said they found the three about 3 to 4 miles away still drifting and chatting away. They never keyed into the seriousness of their situation. Whistles and flags wouldn't have been of much use behind an obstruction. Flares maybe, presuming they knew enough to help themselves. But if the boat is anchored close enough to an obstruction (island) it's quite possible folks on board won't be able to the flares.
