Actually, the PADI requirement for an instructor candidate to attend
Instructor Candidate Course training (IDC) is 6 months certification and 60
logged dives.  

Before they can take the Instructor Examination (IE) the candidate must have
been certified for 1 year and logged 100 dives.

And I quote directly from PADI's Standards and procedures, latest edition:

Instructor Development Course (IDC) Prerequisites
To enroll in an IDC, an individual must:
1. Be certified as a PADI Assistant Instructor or PADI Divemaster or as a
current instructor member with another recreational diver training
organization.
2. Be at least 18 years of age.
3. Submit medical clearance for diving signed by a physician, attesting to
fitness to dive. The medical clearance must be current within the
previous 12 months. The physician signing the medical clearance cannot
be the applicant.
4. Have been a certified diver for at least six months and have completed
and logged at least 60 dives (as documented in the individual's log book.)
Note: To attend an Instructor Examination (IE), the instructor candidate
must have been a
certified diver for at least 12 months and have at least 100 logged dives
(exceptions may include
PADI 5 Star Career Development Center candidates.)


How about we stick to the facts David.  There is enough PADI bashing going
on around here (and rightfully so sometimes) without people spouting
inaccurate information.  If you're not sure of something, don't repeat it
unless you like making yourself look stupid.

Rules have changed - you only need 80 dives and 6 months diving experience
to become a PADI instructor now. No doubt this rule change is designed to
improve things:-)
