I don't know what agency, but if I remember correctly, the Philadelphia
Naval Shipyard is the main "mothball" place, where the majority of
naval vessels are stored when they are mothballed.  That is, if it is
not closed yet.  Also I wonder if they also have other ships besides
battleships that they would be willing to donate as artificial reefs.

I think that a good place to sink one of those battleships is off the
Florida Panhandle.  They really need some more good wrecks, they don't
have too many.
