The problem is that you are dealing with the wrong dive shop.
"Technically" dive shops consider a completely empty tank to have
invalidated the VIP.  Probably a holdover from the old steel 72 tanks that
could rust quickly if a little salt water got in (quite possible if the
tanks were breathed completely to empty in the ocean).  Personally I would
not allow the local dive shop to take my doubles apart to "inspect" them or
let them "inspect" my Al tanks (which they probably want to charge you for,
right?).

If you don't have any other dive shops to go to in your area then buy or
build a fill whip and put a few hundred psi of air into any tanks before
you take them to the idiots at the dive shop for a fill.

Regarding assembly of a set of doubles, it is not rocket science.  I assume
you have noticed that the different sides of the manifold have different
threads so the isolator bar has to match its threads with the proper valve
or it will not screw together.  Other than that, find a flat floor, make
sure the tanks are exactly side by side, don't force anything to fit or
screw together.  If you are reasonably competent (mechanically) you should
not have any problems.
