Maggie,

The innertube is there so that when you are not breathing from the
regulator on the stage bottle, you can stow the regulator. This is
very very efficient system. You can deploy the reg with one hand.
Obviously, stowing the reg takes two hands, one to pull the tube and the
other to slip the looped reg underneath the inertube.
