Mike - I think most people hear what you're saying and largely agree - I
certainly do.  But there are some cases where in the event of an incident,
you expect some help from the boat - once casualty is on the surface.  At
this point, if the boat fails to respond or the skipper fucks up, then sue
their asses offas I think they have some responsibility here.

However, what goes on under the water is entirely the divers
responsibility - the boat just drives you there.
