Try West Marine, Boaters World or any of those chain marine supply stores. They usually have bungee by the reel. Gary, don't discount innertubes. They are tough, long lasting and free if you don't mind scrounging. Use bicycle tubes for your inflator hose, motorcycle tubes for your sholder D-ring and auto tubes for your stage bottles. I also use them for Vweight covers. I get mine by walking back to the repair area of the appropriate bicycle/motorcycle/auto shop and ask them if they have a used tube they are going to toss and, after a strange look, they will give you all you want. The only drawback of using tubes is one of their benefits, you have a closed band with no weak point but you have to un-lace your backplate to install.
