Scott- It's called whipping twine, you can get it at marine supply stores. It's used for construction/repair of sails. You will see it used on the gommets and other reinforced parts of the tack and clew. It's very strong stuff, the wax keeps the wrapping and knots from loosening. But reel line works just as well and most divers have some at hand (at least those who use reels).
