the POINT is that the agencies are clearly not doing their JOBs

can you IMAGINE what would happen if when a new diver took his open water
referral certificate to an instructor to do his OW dives the guy needed to
know who did the class/confined water portion before he took him on?
what's the POINT of areferrals then? what's the POINT of agency STANDARDS.

if you cannot be at least REASONABLY assured that any IANTD referral comes
to you at a certain standard and READY for you to complete his training
then IANTD standards are, simply put, meaningless.
the standards themselves need to be well designed of course, but then they,
IANTD need to make them meaningful by insuring that all instructors are
qualified, WELL trained, and then teach to standards or be dropped.
