The following was posted on CompuServe by Divers Alert Network today, 
following a discussion of the mathematical modeling of gas mixing in
technical diving.  Thought the readers of techdiver might be interested.

It might be of interest that ordinarily the transfilling of oxygen from one
container to another is considered a manufacturing operation. Firms 
performing a transfilling operation are required to register as a drug 
manufacturer in accordance with Section 510 of the Federal Food, Drug, and 
Cosmetic Act. These types of services usually perform "Cascading" the filling 
of small high pressure cylinders from larger H, K, or J sized cylinders.

The FDA February 1989 (Revised) Compressed Medical Gas Guideline from the FDA
can be used by anyone transfilling gases. The Compressed Gas Association,
Inc., 1725 Jefferson Davis Highway, Suite 1004, Arlington, VA 22202-4102,
phone 703 412 0900 can be contacted for publications on the transfilling of
gases for human use.
