To get more strap without it hanging off just put some short pieces of
bicycle innertube over the wast strap between the buckle and the backplate in
a couple of spots and then run some excess back along the inside of this
section under these pieces of tubing after running it through the buckle.
   Essentially you are using a rubberband to hold some excess neatly against
the functional part on the inside of the wast section.   These pieces of
innertube are also handy for holding things in place on the webbing if it is
ever needed.   Check them periodocically for deterioraion.

You can stick the excess that runs beyond the buckle latch when you don the
rig under a piece of this tubbing also but don't make it hard to get out or
confusing to a rescuer who may have to remove your gear. 

As you change shape or the webbing wears where it goes through the backplate
you can shift it around a couple of inches before it is tattered enough to
cause a problem and get a lot more life out of one length of webbing.   Maybe
someone else knows a way to prevent the ware here in the first place.
