Jim, Steve, Jammer, . . . . 

   Do you think you guys could wipe the foam off your chins and tell us
exactly what is wrong with the standards as they are ?    Is it the handling
procedures or the labeling ?

   We all agree that the lebeling problem stinks and we would all love to
have a solution.    How about an elastic band/label that  can be easily moved
from one tank to another ?   There's a possible solution, Jim, if it makes
OSHA happy.   

   I get the impression that you think there is something wrong with the
handling procedures as well.   Can you be more specific ?
