Go to a pool, put on all your gear and fiddle with the strap adjustments 
until they are right. With your buckle all the way on the right, holding 
your light cannister, the leftover should be long enough to slip through 
your crotch strap loop, with about 6" to spare. (I am assuming you are 
using hogartian configuration)

Should you get fatter, webbing is about .50c a foot, just replace it. 
Takes about 5 minutes.
