You want to maximize the surface area of the lump of platinum.
Carbon is used in the process of making the catalyst because
it helps facilitate the goal of maximizing the surface area.

The larger the surface area the faster H2 can be scrubbed
(it does combine with O2 and ends up as H2O).

I do not know if using carbon in this fashion is the norm or
an abberation.

It takes a special rubber made from polymers
hungry to complete their molecular structures with
hydrogen atoms.   You might want to consult the Thomas Register
if you want to track down a supplier.
