A couple of my thoughts:
The gas exchange occurs not only in the lungs but also in the tissues. 
Not only would your breathing rate need to be close to what it was when 
you were working but also the blood flow to the various parts of the body 
needs to be similar. Other wise how is the gas going to get out of your 
tissues (muscles etc)?
I believe I read that Buhlmann had his divers excersize on a bike for so 
many minutes periodically. 
I recall hearing an English doctor tell about incidents of DCS at the TEK 
94 conference in New Orleans. 3 or 4 thousand cases were included in his 
sample of dives. He showed an xray of bone necrosis (OK OK it really 
doesn't show the dead bone, only the new bone growth that is a result of 
the dead bone) in a diver. One shoulder was perfectly fine the other had 
considerable damage. The diver was right habded and guess which shoulder 
was damaged? Yep the left one!
I have heard opinions pro and con about excersize on deco. I think it 
needs to be done. Seems very logical. On my deco I swim against the cave 
wall whilst doing "push-ups" with my arms. Gets everything flowing. 
On the same not it follows that your equipment should not be so tight as 
to restrictive to blood flow. You get the flow when busy but when resting 
it may be just restrictive enough to reduce the flow and adversley the 
ofgassing of that shoulder, arm, wrist etc.

Oh yes I do it while I am on my air break, no use pushing anything while 
on 100% O2 @ 20 feet.
