Dan,

   Surely you realize that if you hang responsibility for deaths on the
politicians they will simply legislate diving of this kind out of existence?
  The only thing that has saved us from government regulation is the fact
that we are willing and able to handle the responsibility ourselves
(supposedly).

   You know that the politicians will always take the easy way out and if you
send any signals that you might hold them responsible for anything involving
diving they will have us wearing motorcycle helmets and seat belts on every
dive.   That is if they allow you to dive on their property at all.
