	Ok, require a rebreather MOT cert to be presented when aquiring
fills and scrubber. MOT cert on inspection by qualified personnel.

	Onus is back on you, and you can wing it if you must, thus
reserving every man's god given right to be an asshole. 

	Same goes for training. FWIW I agree that retraining etc is
going to be a pain in the butt, but how do people deal with that in the
OC world?
