In the UK we don't use up lines (for all the reason George and others have
said) We sometimes use Liftbags but often feel these cause confusion forthe
boat handlers ie which are Divers and which are "salvage" - The common diver
bag is referred to as a delayed Surface Marker Bouy - two really good example
exist :-

1. A three foot tall six inch dia "Sausage" - which has a plastic flap on the
bottem which closes with the expanding Air Pressure, thus preventing the
problem Bob asks about - it also has a BC style overinflate on to prevent
bursting - fill it at any depth and just let go - 

2. Self inflating Bouy - This has a 0.5L cylinder attached to a sealed bag
(does have an overinflate valve on it to prevent bursting) - to send it up -
just attach to reel and crack the cylinder and throw it away - much safer as
you are not playing around with airguns or AAS to infalte the bag

In both cases we often use two reels - one reel attached to the bag and a
second attached to this first reel - if the main reel jams on ascent the
diver lets go and the buddies reel then is providing the line - This means
both divers need to carry a Bouy and a line - helps in cases of separation
