John, the "badge" concept drives a lot of these tranactions, but it takes two to make it happen: when the badge seeker comes in contact with either the horde of tec and cave instructors that have been "created" in the last few years, or certainly the unknown number of unethical instructors out there, you have this occur. In fact, it often happens the OTHER way as well : the instructor is the one with the small number of dives. I know of one accident where it was the instructor's first dive of the type being "taught" - the student is dead. Stories like this are why we went to our own training agency. We can enforce the rules with extreme prejudice. In the experiences I have had with existing training, I do not see any solution to this - nobody wants to be the bad guy in organizations that are by instructors for intstructors. JJ tried it in his stint at NACD. He suspended a few, and I was in the meetings where if they had followed my advice, these strokes would be out of the game permanently. They are right back at it now. Best thing you could do , John, is put out the names and embarrass these guys into action. That works best. You and I both know what the likely outcome is for the six-dive student - death. John E.
