I did a quick search of the DC-Scuba archives since the question of =
lobster regulations has come up there fairly often.  It appears that =
regulations become looser the further south you travel.  Divers may not =
take lobster in Maine or New Hampshire.  Mass, Conn, and RI(??) require a =
resident license. New York requires that the boat carries a license.  New =
Jersey and Delaware allow taking two lobsters per diver provided no =
traps, spears, gafs, etc. are used (i.e you have to catch them with your =
hands).  Maryland has no restictions on the number that may be taken. =
Virginia and points south don't have any "real" lobsters. All states are =
subject to Federal restrictions on length and prohibitions against taking =
femaile with eggs.
