Andy,

GMC has not been kind enough to send me the spec sheet on " Compound B",
but I would guess that a dive shop should be able to get the required
MSD sheet sent to them from Global if asked for.

There is a commerical product out that is sold for the same purpose,
listed in the MSC catalog (MSC Industrial Supply ).

Harvey's "2000 Rust Shield".  Listing in catalog states:

Retards Rusting of both Derusted and/or Bare metals.

Use on new metals or metals that have been derusted before they can rust.  
Clear, inert, water soluble and biodegradeable, this product is best applied
as a dip or bath so the part can be immersed for optimum coverage.

*Prevents flash rust
*Retards rerusting
*Inhibits rusting of treated parts during storage or shipment
*May be painted without additional preparation.

Comes in 16oz, 1 gal, 5 gal, and 55 gal sizes.

Cost is $4.05 for the 16oz size, $7.93 for the 1gal size.

I will call MSC and Global and try and get MSD sheets on both of these
products.
