An air hose or rope from the surface is nuisance enough when needed (or forced on by silly regulations); but who wants to be burdened with another hose to get stale diver exhaust to the surface? Once piped to surface, to get rebreather function it would have to be pumped back down to the diver against the depth pressure down a surface air line. Far easier to have a conventional rebreather. A big nitrox backpack rebreather will last as long as most divers ever would want to stay underwater at a stretch. The only other reason that I can think of is that to many people the word `exhaust' smells of internal combustion engines and gave them a paranoia re pollution.
