The reason is propably because some dumbass actuary (I worked with those, and they are incredibly dense mathematical/statistics nerds - some are also on the verge of being psychotic) determined that the extra handling of gear needed when one does gas switches induces a higher risk than straight air diving. And the data used was probably the usual inconsistent, incomplete, anecdotal information we usually get from diving accidents.
