Over here, we use numbers. The smaller the number, the larger the shot.
Selecting the shot (for shooting, not diving!) is a compromise between the
number of pellets you can fit in a cartridge, and the lower penetration
capability of the smaller pellets. Most lead shot used for game shooting, is
alloyed to harden it and thus reduce deformation. This improves its flight
characteristics and penetration ability, and, I assume, would make game shot
more expensive than 'standard' lead shot.
With regard to your suggestion about using sand, I looked up my trusty
tables and found that dry sand has a density of 1600 Kg/m3. Lead is 11343
Kg/m3. Thus, to achieve the same weighting, you would be wearing a belt
containing just over 7 times as much sand as lead! In addition you would
probably end up breaking some local bye-law concerning aggregate removal from
public beaches and Daily Rag headlines 'Beach disappears - divers blamed'.
However, this lead (pun intended) me to look at other materials that
might have an application as weight belt materials.

Material Density Application
            (Kg/m3)

Mercury 13546	Liquid - conforms to any shape. The EZ-on belt.
Americium 13670 For the patriotic US diver.
Gold 19281	If you've got it - flaunt it.
Curium 13300	Glow while you go. The night divers belt.
Plutonium 21450	Very French. Tres chic on the South Pacific catwalks
                        this autumn.
Platinum 21450	Free with your complete collection of PADI merit badges
and 25 logged dives - no exceptions.

	Hope this helps.

	Olly
