You're forgetting the water displaced by the lead and sand, since the less dense
sand will displace three times as much water as lead, even more sand will be
required.  Another 5 lb. by my approximate calcs to get the same downforce as 20
lb. of lead.

As to shot, it comes in sizes from 00 guage (about the size of a small marble) 
to number 9 (a bit bigger than coarse sand)  The smaller size will pack more
densely, and take up less room but it has much more surface area, and so
corrosion will destroy it quicker.  Most people around here compromize with
number 4 or number 6 shot.

For the answer to your second question, I will let the NRA people help 
with the first,

Sand is predominately composed of the mineral quartz, and quartz or SiO2 
has a specific gravity of 2.65,   Lead has a specific gravity of 7.59, On 
this basis it would take 3 times as much sand as lead.



Based on this fact and a little math, Lets say you wear a 20 lb weight 
belt. 20 lbs of lead occuppies approx 74 cubic inches (measure those 10 
lb'ers on the floor to double check the math), 20 lbs of sand would 
occupy aprox 210 cubic inches



WOW!, and yes the underlying assumption is that sand and lead are only 
composed of SiO2 and PbS only respectively, impurities are always present 
that can add or subtract a little. This also doesnt take into account 
added space of the material due to size of the individual particles and 
packing of the particles



Short answer - it would take  3 times as much sand as lead
