People have been using all kinds of tanks and tank bands for decades, 
have never heard of corrosion problems. The tanks are galvanized or 
painted and the bands are galvanized or stainless. 
I cannot speak for the 'tube man' but the likeliest reason to put the 
rubber under the bands is to protect the paint job (obviously not for
cave divers :)) 
Also I have noticed that tanks expand noticeably between the empty and full
states. Theoretically it would be nice to have a cushy spacer in there
to allow the bands to be a little looser when empty, but obviously this 
is not necessary or even desireable for most.  
So- no real issue that I can see...Paul Smith
