Subject: metal touching metal
A posting in another forum got me wondering about the effects 
of metal components in contact with eachother in a diving rig.  
The poster mentioned he uses a strip of inner-tube around the 
circumference of his tanks, in-between the tank surface and the
hose-clamp he uses to attach D-rings.  I've never noticed a
configuration like this (though I wasn't really looking), so 
I'm curious about how big an issue contact between the hose
clamp and tank (or metal components in general) really is.  Are 
there problems caused by electric potential between dissimilar 
metals?  Abrasion problems?  Is it dependant on the specific 
metals involved?  Or on salt vs. fresh water?  How do others 
deal with the issues (if any)?
