RE: Uncertifiable rebreather divers.. I really don't think this is an issue for the "industry", I think it is an issue for individual manufacturers to decide. The manufacturer must decide what level of liability exposure they're willing to accept before selling a product to a particular individual. Sure, I know..."irresponsible" manufacturers will sell rigs to anybody, then some of those anybodys will get killed, then rebreathers in general will get a "bad name", then everyone suffers. Well, if certain manufacturers want to minimize this concern, then they will band together and form an association with minimum training standards, and they will have grounds to say "we're not like those other guys". But still I think it is an issue for manufacturers, not users or the "industry". Users and the "industry" don't have a "right" to buy a certain product if a manufacturer is unwilling to produce or sell said product. Just my personal opinion....
