I have no problem with the first three. I see no real reason for number 
4. Maybe if it read capable of handling multiple tank configurations I 
would agree. I would prefer to "require" a skill or knowledge. The old 
saying that goes something like 35 weeks experience. But is that the 
first week 35 times over or did the person broaden their skill and 
knowledge base. I know this will never happen, but I'd give a knowledge 
test and an in water test. Check the persons ability to handle high task 
loads etc. The knowledge test would be say 100 questions from a bank of 
600. Have it computer generated.  The reason this will never fly is that 
people who have acquired the skills and knowledge without the certificate 
will escape the $$ net of the training agency. I know I know, they have 
to make a living also and I have no problem with that. 
I make the cert level at LEAST advanced open water, with a number of dives 
and a time frame (e.g. two years).
