I thin that this problem is a physiological one. Firefighters used to
have oxygene rebreathers. They were small, had a duration etc. But the
user overheated, since he got no cooling from his breathing. Nowdays
open circuit is used so the firefighter gets cool air, and preforms better.

There are some firefighting rebreathers from Dreager with room for 
icepacks to cool the gass in the loop.
