Oops!  Wrong again!  I forgot about the Europeans.  (Doh)
We are so swamped with Americana here that I often forget there is
anything else.
Hopefully with 2 Jasons we can get some correct info posted.

PS the only information that has gone *to* governments here (to my knowledge)
was the info from PADI Australia that resulted in a law making it a
criminal offence (US readers; Felony) to allow someone to make a dive
outside the PADI limits from a charter boat in Queensland.  Thanks a bunch
PADI.
