PS the only information that has gone *to* governments here (to my knowledge)
was the info from PADI Australia that resulted in a law making it a
criminal offence (US readers; Felony) to allow someone to make a dive
outside the PADI limits from a charter boat in Queensland. Thanks a bunch
PADI.
