Another point to add is whether the dive site is also intersting for 
non-tech. divers. A shalow wreck is intersting for tec. and non-tech. 
divers, same with a cave that starts in a large clear sinkhole, or
on a good reef. This type of site could be very intersting to mixed
groups, ie. tech and not-tech groups. Some divers might have an easyer
time convincing there SO to alow/come along on a trip to this type of
site.
