Do all 4000 people use their 'breather regularily? The answer is 'NO'. I even know an inspiration instructor that has given up diving the unit. Serveral of his students have followed his lead. But, I feel that even .5% is high. I don't know the stats on the Halcyon rebreather, but I do know that they are more judicious about who they sell to than AP valves was. I'd also imagine that training standards are much different (like GUE vs your average TDI course). I'm not sure what your stats background is like, but I'd caution that Halcyon likely hasn't sold enough of their units to provide a good sample population. This means that any safety statistics derived from their numbers could be unrepresentitively high or low. Personally, I don't think that OC is safe at 500'. That doesn't mean that diving a crappy 'breather at 500' is a good idea either. If you want a better discussion about this stuff, there are lots of people who know much more about the problems with the inspiration than I do. The fact is that so far I can do all my dives on OC (as could many inspiration divers), and since I feel it's safer, that's the way I choose to do it. I don't feel that electronics and water mix - hence no CCR. You have to admit though, there have been a lot of people who have gone hypoxic while shallow on those units.
