HL is absolutely right in his approach to a captains responsability. That the latter isn't always performed, doesn't relieve the capatain from it, though, it unloads to the customers. The Coast Guard/ Port authorities there ( Affaires Maritimes), are entitled to, and will, control you logs, diver's, captain's, diving director' certs, wether the depth of yur chosen site is in accordance with the minimum certed diver on the boat, the safety equipment and procedures, the bottle marking ( though the protocol is a bit strange, not DIR there), and everything.
