Your absolutely right, we shouldn't hold individuals responsible for their own actions at all. I agree that dive boats/shops should check for c-cards, but I think we look at it the wrong way. The boat/shop is trying to keep an untrained diver from doing something that might get themselves killed. If I buy a car does the dealer check to make sure I have a license? The gas station?
