The answer to your question who teaches penetration techniques is varied.
Tom Mount (Miami) and Billy Deans (Key West) both teach that and are 
highly regarded. The cave courses teach fine bouyancy control and line 
techniques. A very well know Wreck Diver commented to me that even after 
20 years of wreck diving he still learned a lot from the cave course.
