Thanks to all who responded with advice. One good thing about DIR is that
someone else has always had my problem previously so I can get the benefit
of someone else's pain and expense (usually).

I'm going to:

*	Use thicker webbing
*	Use Serrated retainers
*	Use bicycle inner tube on the wear spots
*	Mark the webbing with a silver marker so I can tell if the strap has
shifted.

  Yup, stiffer webbing.

I tried a prototype plate with soft webbing and no matter what 
convoluted way i rearranged it at the waist, it wouldn't stay put.  I 
replaced it with the usual stiff webbing ASAP.
