I'm not sure what sort of dives you do but you have several options 1) DAN insurance (any gas, any depth) up to $200,000 more info at http://www.diversalertnetwork.org/insurance/ 2)some insurance companies will write larger amounts but at significantly higher rates, (anywhere from $2 to $5 per $1,000 of death benefit) for tech type dives (130ft and below) It's less a question of why certain insurance companies won't issue a policy and more an issue of how much you are willing to pay for coverage. Strangely enough the main company I work with will not issue a policy for someone that dives below 130 ft but will issue one for someone who cave dives, although at a higher rate.
