Rick - Look at the Halcyon stealth pack backplate pad. It has a lift bag pocket running the entire length of it. I store one bag folded in the pack with the clip just out the bottom so I can reach back and deploy it (which I've done many times). It works well and keeps the bag protected and out of the way of other gear -- it would be a good place for your emergency bad. On occasions where I also want to carry a second bag, I clip it and my reel to the rear d-ring on my crotch strap. No confusion. No clutter.
