To answer your rhetorical question, scooters are for people who want to cover more ground for a given gas supply. You still have to plan for finishing the dive swimming if the scooter dies and you can't hitch a ride. So you need stamina and leg muscles. And if you have those, the soft unresponsiveness of split fins would outweigh any supposed advantages they may have. Here's a question for you. All the divers I've seen in the water with split fins seem to swim with a more rapid kick than those with normal fins - jets or quatros.
